Mr Ho Meng Kit

Chairman, MigrantWell Singapore

Mr Ho is the Chairman of MigrantWell Singapore since November 2021. MigrantWell Singapore is a charity established from SBF Foundation’s initiative with its founding donors, Estate of Khoo Teck Puat and Estate of Ng Teng Fong, Ministry of Manpower and St. Andrew’s Mission Hospital to improve the health and well-being of migrant workers in Singapore. Mr Ho retired as the Chief Executive Officer of SBF in end 2020 after leading SBF for 10 years. He served as SBF’s Senior Advisor in 2021. SBF is the Apex Business Chamber of Singapore with membership from more than 27,200 top companies.

Prior to joining SBF in 2011, Mr Ho held a variety of senior policy and executive positions in Singapore Government including four years as Principal Private Secretary to the late Senior Minister Lee Kuan Yew; as Deputy Secretary in the Ministry of Trade and Industry and the Ministry of Foreign Affairs. He was also Chief Executive of the Singapore Broadcasting Authority, Land Transport Authority and Managing Director of the Economic Development Board. Mr Ho currently serves on the Board of the NUS East Asian Institute and previously served on the Board of the SBF Foundation. Mr Ho is also a Fellow of the Singapore Institute of Directors.

Dr Stanley Lai, LC

Vice Chairman, MigrantWell Singapore

Dr Stanley Lai, SC, heads the Intellectual Property Practice and is Co-Head of the Cybersecurity & Data Protection Practice. His expertise covers IP litigation, technology disputes, and commercial litigation. He specialises in biomedical and pharmaceutical sectors, advising on medical IP, regulatory matters, and cybersecurity. He’s recognized in Chambers Asia-Pacific, The Legal 500 Asia Pacific, and more.

Chambers Asia-Pacific notes his prowess in biomedical IP litigation, while The Legal 500 highlights his client-focused approach. World Trademark Review 1000 describes him as an “unstoppable force” in high-stakes cases, and IAM Patent 1000 regards him as a Singapore litigation pioneer.

Stanley chairs the Intellectual Property Office of Singapore, receiving awards including the Public Service Medal. He is active on legal panels like the Singapore International Arbitration Centre IP Panel and contributes to IP and IT law publications.

With LL.B. and LL.M. degrees from the University of Leicester and University of Cambridge, he holds a Ph.D. in Law from Cambridge. He became Senior Counsel in 2010, and his honors include Intellectual Property Lawyer of the Year and the Singapore Academy of Law Merit Award.

Ms Lily Low

Treasurer, MigrantWell Singapore

Ms Lily Low is a seasoned Chief Financial Officer renowned for her expertise in business strategy, finance, and transformation. With over 30 years of experience in Technology, Digital, Renewable, and Financial Services sectors, she has successfully navigated both global US-based and Chinese entrepreneurial company cultures. Notably, she has secured capital funding from global investors and financial institutions for privately owned and startup ventures. Ms Low’s active engagement with board members, credit agencies, investors, and analysts underscores her influence in the industry.

She serves as an independent Board member with Standard Chartered Bank Singapore since January 2020 and has held senior executive positions in renowned companies like Envision Energy, Envision Digital, and IBM. A global leader, she has driven profitable growth through strategic implementation, including her extensive work with Chinese companies. Ms Low’s academic achievements include a Master of Business Administration and a Bachelor of Accountancy from the National University of Singapore. She is currently a member of the Audit & Risk Management Committee at the Singapore Institute of Directors.

Dr Lim Li Ann

Programmes Committee Chair, MigrantWell Singapore

Dr Lim Li Ann is a dedicated Consultant Pediatrician at Olive Tree Baby and Kids Clinic in Forum Shopping Mall. Graduating from the National University of Singapore in Medicine, she pursued specialised training in Pediatrics at National University Hospital, achieving a Master of Medicine (Pediatrics) and subspecialising in endocrinology. She initiated the Paediatric Diabetes Education service at NUH. Furthering her training at St. Bartholomew’s hospital in London, she holds memberships in the Academy of Medicine and Singapore Paediatric Society.

Dr Lim actively engages in volunteer work, notably at her Alma Mater, Methodist Girls’ School (MGS), where she participated in Parentslink, co-founded “Worship Mums,” and taught the “Character First” Ethics program. She also contributed to MGS’s Career Guidance Program. She volunteered in the Church of St. Ignatius family choir, Hospitality Ministry, Religious Education, and engaged in Medical Missions to Myanmar. Her commitment extends to St. Andrew’s Migrant Workers Medical Centre.

Mr Michael Cheah

Board Director, MigrantWell Singapore

Michael Cheah is the CEO of The Helping Hand (THH), an organisation that supports ex-offenders in their rehabilitation and reintegration process. He is passionate about creating an environment in Singapore that offers opportunities for individuals to redeem themselves and contribute positively to society.

Michael previously served as the Executive Director of HealthServe Ltd from February 2018 to April 2023 before joining THH. HealthServe is a charity that aims to support the well-being of Migrant Workers in Singapore and plays a crucial role in caring for migrant workers during the COVID-19 pandemic in Singapore. Michael has been actively involved with HealthServe since 2010, initially as a volunteer and later as a staff member. His passion for serving the marginalised community goes beyond his professional responsibilities and extends to voluntary service. In addition to his work with THH and HealthServe, Michael is a Board member for KIN, a charity dedicated to serving Persons with disabilities.

Michael has a Bachelor’s degree in Electrical and Electronics Engineering from the University of Portsmouth and a Master’s in Management and Organisational Leadership from the Singapore University of Social Sciences.

Mdm Hazlina Abdul Halim

Board Director, MigrantWell Singapore

Hazlina is currently the Chief Executive Officer of Make-A-Wish Singapore, granting the wishes of children living with critical illness. Around 150 children in Singapore are newly diagnosed with a critical illness each year. Previously, Hazlina was a Public Affairs Advisor and before that, spent 15 years on the ground, tracking political, social, and community developments closely as a Presenter/Editor with MediaCorp.

Out of the office, Hazlina Abdul Halim is President of the Singapore Muslim Women’s Association (PPIS), an organisation dedicated to inspiring women and strengthening families. Hazlina is also the Chairwoman of Oaks Plus Limited which manages nine early childhood education centers.

Hazlina’s other appointments include Director at the Singapore Business Federation Foundation Limited and Yayasan MENDAKI. She is also a Committee Chest member. In 2023, Hazlina received the Community Cares Awards from MSF for her service.

Knowledge Partners/Advisors

MigrantWell is setting up a panel of knowledge partners, consisting of specialist doctors and allied health professionals (from PHIs or private), as a go-to resource to provide medical expert advice on care gap services including dental, physiotherapy and psychological care services on a need basis is for exceptional cases.

A/Prof Tseng Seng Kwong Patrick

President, Singapore Dental Council

A/Prof Tseng is SDC’s President since 2021. He is also Senior Consultant, Endodontics, National University Centre for Oral Health, and Executive Director, National University Centre for Oral Health. In his twelve-year tenure as Chief Dental Officer in MOH, A/Prof Tseng contributed to establish the national roadmap for dental services and strengthen the professional development and regulation of Dentistry. He was appointed by MOH as a member of the Healthcare Ethics Capabilities Committee in 2019, which assesses the ethics competency, and oversees the review of the ethic competencies of dental professionals. A/Prof Tseng was awarded National Outstanding Clinician Award at the National Medical Excellence Awards 2018, co-organised by MOH and NUHS.

A/Prof Frederick P K Low

Associate Professor of Counselling and Immediate Past President,
Singapore Association for Counselling

Associate Professor Frederick Low is a counselling psychologist with over 20 years of experience in social care, humanitarian work and education in Singapore and Malaysia. He has held multiple managerial as well as clinical leadership roles in the people sector before entering academia. Over the years, Frederick was appointed to management boards and professional committees in multiple social service agencies. He also served on several Expert Panels at the Ministry of Social & Family Development (MSF) in areas such as Family Life Education and Family Counselling.

Frederick is currently a member of the Social Service SkillsFuture Tripartite Taskforce at MSF and Advisory Board for Student Wellness at Singapore Management University. Dr Low is President of the Singapore Association for Counselling and Vice Chairman of the Therapeutic Advisory Council at Family Justice Courts.

Dr Low is a Registered Psychologist, Registered Counsellor, and Registered Social Service Practitioner in Singapore. He is Chartered Psychologist and Associate Fellow of the British Psychological Society.

Our Partners

Our commitment to the well-being of migrant workers is made stronger through the incredible partnerships we’ve forged.

Partner organisations such as the St. Andrew’s Migrant Worker Medical Centre and HealthServe have joined hands with us, amplifying the impact of dental care service delivery. Additionally, MigrantWell also collaborated with Migrant Workers’ Centre to set up a Joint Dental Care Programme starting in July 2023 to provide workers with affordable and accessible dental care treatments for dental-related infections.

Through these collaborations, we aim to make dental care services more readily available to an even wider range of migrant workers. About 4,000 migrant workers could access the dental services annually to alleviate their dental pain and infection.
