Mr Ho Meng Kit
Chairman & Treasurer, MigrantWell Singapore
Mr Ho is the Chairman of MigrantWell Singapore since November 2021. MigrantWell Singapore is a charity established from SBF Foundation’s initiative with its founding donors, Estate of Khoo Teck Puat and Estate of Ng Teng Fong, Ministry of Manpower and St. Andrew’s Mission Hospital to improve the health and well-being of migrant workers in Singapore. Mr Ho retired as the Chief Executive Officer of SBF in end 2020 after leading SBF for 10 years. He served as SBF’s Senior Advisor in 2021. SBF is the Apex Business Chamber of Singapore with membership from more than 27,200 top companies.
Prior to joining SBF in 2011, Mr Ho held a variety of senior policy and executive positions in Singapore Government including four years as Principal Private Secretary to the late Senior Minister Lee Kuan Yew; as Deputy Secretary in the Ministry of Trade and Industry and the Ministry of Foreign Affairs. He was also Chief Executive of the Singapore Broadcasting Authority, Land Transport Authority and Managing Director of the Economic Development Board. Mr Ho currently serves on the Board of the NUS East Asian Institute and previously served on the Board of the SBF Foundation. Mr Ho is also a Fellow of the Singapore Institute of Directors.

Dr Stanley Lai, LC
Vice Chairman, MigrantWell Singapore
Dr Stanley Lai, SC, heads the Intellectual Property Practice and is Co-Head of the Cybersecurity & Data Protection Practice. His expertise covers IP litigation, technology disputes, and commercial litigation. He specialises in biomedical and pharmaceutical sectors, advising on medical IP, regulatory matters, and cybersecurity. He’s recognized in Chambers Asia-Pacific, The Legal 500 Asia Pacific, and more.
Chambers Asia-Pacific notes his prowess in biomedical IP litigation, while The Legal 500 highlights his client-focused approach. World Trademark Review 1000 describes him as an “unstoppable force” in high-stakes cases, and IAM Patent 1000 regards him as a Singapore litigation pioneer.
Stanley chairs the Intellectual Property Office of Singapore, receiving awards including the Public Service Medal. He is active on legal panels like the Singapore International Arbitration Centre IP Panel and contributes to IP and IT law publications.
With LL.B. and LL.M. degrees from the University of Leicester and University of Cambridge, he holds a Ph.D. in Law from Cambridge. He became Senior Counsel in 2010, and his honors include Intellectual Property Lawyer of the Year and the Singapore Academy of Law Merit Award.

Dr Lim Li Ann
Programmes Committee Chair, MigrantWell Singapore
Dr Lim Li Ann is a dedicated Consultant Pediatrician at Olive Tree Baby and Kids Clinic in Forum Shopping Mall. Graduating from the National University of Singapore in Medicine, she pursued specialised training in Pediatrics at National University Hospital, achieving a Master of Medicine (Pediatrics) and subspecialising in endocrinology. She initiated the Paediatric Diabetes Education service at NUH. Furthering her training at St. Bartholomew’s hospital in London, she holds memberships in the Academy of Medicine and Singapore Paediatric Society.
Dr Lim actively engages in volunteer work, notably at her Alma Mater, Methodist Girls’ School (MGS), where she participated in Parentslink, co-founded “Worship Mums,” and taught the “Character First” Ethics program. She also contributed to MGS’s Career Guidance Program. She volunteered in the Church of St. Ignatius family choir, Hospitality Ministry, Religious Education, and engaged in Medical Missions to Myanmar. Her commitment extends to St. Andrew’s Migrant Workers Medical Centre.

Ms Lily Low
Board Director, MigrantWell Singapore
Ms Lily Low is a seasoned Chief Financial Officer renowned for her expertise in business strategy, finance, and transformation. With over 30 years of experience in Technology, Digital, Renewable, and Financial Services sectors, she has successfully navigated both global US-based and Chinese entrepreneurial company cultures. Notably, she has secured capital funding from global investors and financial institutions for privately owned and startup ventures. Ms Low’s active engagement with board members, credit agencies, investors, and analysts underscores her influence in the industry.
She serves as an independent Board member with Standard Chartered Bank Singapore since January 2020 and has held senior executive positions in renowned companies like Envision Energy, Envision Digital, and IBM. A global leader, she has driven profitable growth through strategic implementation, including her extensive work with Chinese companies. Ms Low’s academic achievements include a Master of Business Administration and a Bachelor of Accountancy from the National University of Singapore. She is currently a member of the Audit & Risk Management Committee at the Singapore Institute of Directors.

Mr Michael Cheah
Board Director, MigrantWell Singapore
Michael Cheah is the Head of Development at St Andrew’s Autism Centre (SAAC), a service of St Andrew’s Mission Hospital, where he continues his commitment to serving vulnerable communities in Singapore. He previously served as the CEO of The Helping Hand (THH), an organisation supporting the rehabilitation and reintegration of ex-offenders until April 2026, and was the Executive Director of HealthServe from February 2018 to April 2023, a charity that supports migrant workers and played a crucial role in their well-being in Singapore during the Covid-19 pandemic.
Michael has been actively involved with HealthServe since 2010, initially as a volunteer and later as a staff member. His passion for serving marginalised communities extends beyond his professional responsibilities to voluntary service. In addition to his work with SAAC and HealthServe, Michael is a Board member for KIN, a charity dedicated to serving persons with disabilities.
Michael holds a Bachelor’s degree in Electrical and Electronics Engineering from the University of Portsmouth and a Master’s in Management and Organisational Leadership from the Singapore University of Social Sciences.

Ms Hazlina Abdul Halim
Board Director, MigrantWell Singapore
Hazlina Abdul Halim brings with her more than 15 years of experience in journalism and public affairs. She has also held senior leadership roles – from newsrooms to the boardrooms. She is currently Senior Vice President at a global CEO advisory firm. Prior to that, Hazlina was CEO of Make-A-Wish Singapore, an international children’s charity that grants the wishes of children with critical illness. She was also the regional lead for eleven affiliates in APAC.
Previously, Hazlina was the Public Affairs Advisor at U.S. Embassy Singapore and before that, Presenter/Editor with CNA, Mediacorp. As Assignments Editor, Hazlina ran point in coordinating CNA’s resources, for key events and breaking news. She presented Berita, Singapore’s national Malay news bulletin on TV for 15 years. Hazlina is also a seasoned social impact leader and in 2024, was conferred the Pingat Bakti Masyarakat (Public Service Medal) by the President of the Republic of Singapore.
Hazlina’s other appointments include being a member of parliament for East Coast GRC, Chairperson of Oaks Plus Limited an early childhood education centre partner operator, Director of Singapore Business Federation Foundation, council member of Singapore Kindness Movement as well as National Council Against Drug Abuse and is a member of Community Chest.
She is married to an inspiring male ally.

Ms Joan Moh
Board Director, MigrantWell Singapore
Joan took up the role of Deputy Secretary (Workplaces) in the Ministry of Manpower in September 2024.
Prior to joining the Ministry of Manpower, Joan was a Divisional Director in the Ministry of Education’s Higher Education Group, overseeing planning as well as policy and programmes relating to SkillsFuture and academic research. Earlier, she also headed the Centre of Strategic Futures which is a foresight think tank within the government tasked with identifying emerging strategic challenges and opportunities. She started her career in the Ministry of Health in the area of infrastructure planning and industry development, and has had stints with the Ministry of Finance and the Ministry of National Development.
Joan graduated from Stanford University in 2005 with a Bachelor of Science and Master of Science in Electrical Engineering.

MigrantWell is setting up a panel of knowledge partners, consisting of specialist doctors and allied health professionals (from PHIs or private), as a go-to resource to provide medical expert advice on care gap services including dental, physiotherapy and psychological care services on a need basis is for exceptional cases.
Dental Experts:

Assoc. Prof Tseng Seng Kwong Patrick
President, Singapore Dental Council
Assoc. Prof Patrick Tseng is the President of the Singapore Dental Council (SDC) and a Specialist in Endodontics. He is the Senior Advisor of the National University Centre for Oral Health, Singapore (NUCOHS) and a Senior Consultant at NUCOHS. During his twelve-year tenure as Chief Dental Officer (CDO) at the Ministry of Health (MOH), he formulated a national framework for dental services, enhancing accessibility and affordability through supply-demand planning. A/Prof Tseng also serves on the Healthcare Ethics Capabilities Committee, overseeing ethical competencies for dental professionals and is the Chairman of the Dental Fee Benchmark Advisory Committee of the MOH.

Dr Patricia Wong Ren Jie
Principal Dental Surgeon and Director, Dental Services, National University Polyclinics
Dr Patricia Wong Ren Jie is the Director of Dental Services at National University Polyclinics (NUP), overseeing clinical operations and strategic planning for the western region of Singapore. As a Principal Dental Surgeon, she ensures high standards of primary care and community accessibility. Dr Wong collaborates with the NUS Faculty of Dentistry to mentor students and bridge the gap between academic training and real-world practice. Her expertise in public health dentistry and large-scale operations provides critical insights into establishing sustainable care models for the general population.
Physiotherapy Experts:

Asst. Prof Audrey Lim
Assistant Professor, Health and Social Sciences (Physiotherapy), Singapore Institute of Technology
Asst. Prof Audrey Lim is a Physiotherapist and Educator at the Singapore Institute of Technology (SIT) with extensive experience in musculoskeletal and sports physiotherapy. A registered professional with the Allied Health Professions Council, she holds a Master’s in Sports Physiotherapy from the University of South Australia (2002) and a PhD from the University of Melbourne (2023), focusing on ethics in physiotherapy practice in Singapore. Audrey’s current research interests include healthcare ethics, use of technology in higher education, musculoskeletal and preventive health. She currently coordinates the SIT Physiotherapy for Migrant Brothers outreach programme, leading students to provide physiotherapy services to improve migrant workers’ well-being.

Assoc. Prof Ong Peck Hoon
Associate Professor and Deputy Cluster Director, Health and Social Sciences, Singapore Institute of Technology
Assoc. Prof Ong Peck Hoon is the Deputy Cluster Director and Programme Leader (Physiotherapy) at the Singapore Institute of Technology (SIT). With a PhD in Public Health, she is dedicated to improving patient care loops through research and has spearheaded clinical initiatives like the Sunday Orthopaedic Inpatient Physiotherapy service to enhance post-surgery care. She serves as a Scientific Committee for the Singapore-International Physiotherapy Congress) and is a registered physiotherapist with the Allied Health Professions Council.

Mr Wesley Chee
Director & Chief Sports Physiotherapist, Physio & Sole Clinic
Mr Wesley Chee is the Co-Founder and Director of Physio & Sole Clinic, one of Singapore’s largest private allied health groups. He holds a Master’s in Musculoskeletal & Sports Physiotherapy from the University of South Australia. Wesley combines clinical excellence with leadership, mentoring teams and spearheading care innovations for athletes. He has also served as a Clinical Adjunct Lecturer at SIT. In recognition of his contributions to Singapore’s fight against the pandemic, he was conferred the Public Service Medal (PBM) and the COVID-19 Resilience Medal.

Ms Fiona Hu
Director & Chief Podiatrist, Physio & Sole Clinic
Fiona Hu Wenyan is a senior podiatrist in Singapore and the Director & Chief Podiatrist at Physio & Sole Clinic. She trained at the University of South Australia and began her career at Changi General Hospital, with experience in sports medicine and high-risk diabetic foot care. She also served as President of the Podiatry Association Singapore (2013–2015). She specialises in sports injuries, biomechanics, and pediatric foot conditions, and has volunteered as a pro bono podiatrist with HCA Hospice for the past 12 years, reflecting her strong commitment to community care.

Assoc. Prof Frederick P K Low
Associate Professor of Counselling and Immediate Past President, Singapore Association for Counselling
Assoc. Prof Frederick Low is a Counselling Psychologist at James Cook University Singapore and the Immediate Past President of the Singapore Association for Counselling (SAC). With over 20 years of leadership experience in the social and humanitarian sector, he previously led the Children’s Aid Society as Executive Director. Currently, he serves as Vice-Chair of the Therapeutic Advisory Council at the Family Justice Courts and is a member of the Review Board under the Children & Young Persons Act. A Registered Psychologist in Singapore and the UK, he has also contributed to national platforms like the Social Service SkillsFuture Tripartite Taskforce.

Dr Gomathinayagam Kandasami
Senior Consultant, Department of Emergency and Crisis Care, Institute of Mental Health
Dr Gomathinayagam Kandasami is a Senior Consultant in the Department of Emergency and Crisis Care at the Institute of Mental Health (IMH). He previously served as Chief of the Department of Addiction Medicine, where he led the National Addictions Management Service (NAMS). During his tenure, he spearheaded innovations like same-day appointments and expanded evidence-based interventions for addictions. Dr Kandasami continues to guide national policy on addiction management and holds academic appointments with the NUS Yong Loo Lin, Duke-NUS, and NTU Lee Kong Chian School of Medicine.

Dr Jared Ng
Medical Director and Senior Consultant Psychiatrist, Connections MindHealth
Dr Jared Ng is the founder and director at Connections MindHealth, with over two decades of clinical experience in psychiatry. Formerly the Founding Chief of the Department of Emergency and Crisis Care at IMH, he also served as a military psychiatrist for the Singapore Armed Forces. A strong advocate for community mental health, his work was pivotal during the COVID-19 pandemic, where he addressed the needs of migrant workers through targeted support. Notably, Dr Ng served as a key member of Project Dawn, the MOM-led taskforce dedicated to boosting mental health support for migrant workers in Singapore.

Our Partners
Our commitment to the well-being of migrant workers is made stronger through the incredible partnerships we’ve forged.
Partner organisations such as the St. Andrew’s Migrant Worker Medical Centre and HealthServe have joined hands with us, amplifying the impact of dental care service delivery. Additionally, MigrantWell also collaborated with Migrant Workers’ Centre to set up a Joint Dental Care Programme starting in July 2023 to provide workers with affordable and accessible dental care treatments for dental-related infections.
Through these collaborations, we aim to make dental care services more readily available to an even wider range of migrant workers. About 4,000 migrant workers could access the dental services annually to alleviate their dental pain and infection.
